because im thinking of buying one to make my screams more highpitched
A "wah wah" pedal or any auxiliary synth pedal that is capable of pitch-shifting will manipulate the sound output. In other words, yes, a pitch shifter will make your voice (or anything you use with it) sound a higher (or lower) pitch.
